Employment Generation for the Hardcore Poor and National Service: Challenges of Effective Implementation

Developing and least developed countries suffer from high rate of unemployment and poverty. Additionally, they are vulnerable to external shocks and natural disasters. Given the resource constraint, it is difficult for governments of these countries to ensure employment and income to all. This compels governments to resort to targeted programmes for the most vulnerables.
