Promoting child- and gender-sensitive outcomes in cash transfer programmes: a review of different strategies in programme administration

The paper is a Policy Research Brief by the International Policy Centre for Inclusive Growth, jointly supported by the United Nations Development Programme and the Government of Brazil. The  paper promotes child and gender sensitive outcomes in cash transfer programmes and links cash transfers to services and sectors. Taking the case of Brazil, this paper addresses cash transfer programming, the international cycle of poverty, promoting women’s economic and social empowerment and gender equality. By presenting each step of programme and implantation and outlining features of the programme, the paper also gives the types of proof of identification required such as birth certificates, smartcards, biometric identification etc. Focusing on Brazil but mentions are also made from  countries such as Egypt, Niger, Philipines as well as the Bangladesh Female Secondary School Assistance Project which is briefly touched upon. Features of cash transfer programmes like enrolment, payment modalities and delivery mechanisms, conditionalities and sensitization campaign, related care and referral services have also been compared and differences documented.
