MOHAMMAD SHAFIUL ALAM is a Senior Civil Servant of Govt. of the People’s Republic of Bangladesh. He was born in COX’S BAZAR in 1959. He did BA and LLB in 1979-80 and MA in English in 1981 from the University of Chittagong. He also obtained MS degree in Development Administration from the Birmingham University, UK. He is a member of Bangladesh Civil Service 1982 regular batch and served all the important positions in field administration. He was the Deputy Commissioner of MAGURA and MYMENSINGH districts. He was a Member Directing Staff (MDS) of Bangladesh Public Administration Training Centre (BPATC). He served as Chairman of NATIONAL HOUSING AUTHORITY under the Ministry of Public Works and Bangladesh Forest Industries Development Corporation under the Ministry of Environment and Forest. He also served as DIVISIONAL COMMISSIONER at RAJSHAHI. He served as ADDITIONAL SECRETARY at Ministry of Communications. He served as SECRETARY of PRESIDENTS OFFICE. Then he served as CHAIRMAN (SECRETARY) of LAND APPEAL BOARD and as Senior Secretary of Ministry of Land. Now he is serving as Cabinet Secretary to the Government of Bangladesh. He has been serving the country for the last 33 years in the different capacities of the government service. He has a lot of publications which includes “Probation”, “Magistracy and General Administration”, “Shorkari Chakrir Bidimala”, and “Thikana- Bangladesher Ain, Oddhadesh O’ Regulation Nirdeshika”. He participated in many training programs at home and abroad. He visited several countries including the USA, England, Finland, Spain, Italy, UAE, Saudi Arabia, Japan, South Korea, Malaysia, Singapore, Thailand, the Philippines, Vietnam, Myanmar, Srilanka, Bhutan, Pakistan, Nepal and India. He is a professional trainer and benevolent civil servant. His vision is to serve the people in totality.

“Social protection programmes, designed to respond to the vulnerability of poor people in times of crying need or chronic hardship, can play a strategic role in mobilizing social change. To facilitate this, the Government of Bangladesh has developed a National Social Security Strategy (NSSS) to build a more efficient and effective use of resources, strengthened delivery systems and progress towards a more inclusive form of Social Security that effectively tackles lifecycle risks, prioritizing the poorest and most vulnerable members of society.”

“দরিদ্র মানুষের অভাব-অনটন এবং দীর্ঘমেয়াদি দুর্দশা লাঘবের জন্য সামাজিক সুরক্ষা কর্মসূচিসমূহ সামাজিক পরিবর্তন সাধনে গুরুত্বপূর্ণ কৌশলগত ভূমিকা পালন করতে পারে। এ লক্ষ্যে বাংলাদেশ সরকার একটি জাতীয় সামাজিক নিরাপত্তা কৌশল (এনএসএসএস) প্রণয়ন করেছে। জাতীয় সামাজিক নিরাপত্তা কৌশলের মূল উদ্দেশ্য হলো সম্পদের আরও দক্ষ ও কার্যকর ব্যবহার, মজবুত সেবা প্রদানের কাঠামো প্রতিষ্ঠা এবং সমাজের সবচেয়ে দরিদ্র ও ঝুঁকিগ্রস্ত সদস্যদের অগ্রাধিকার দিয়ে জীবনচক্রীয় সমস্যাবলি কার্যকরভাবে মোকাবিলায় সক্ষম একটি অন্তর্ভুক্তিমূলক সামাজিক নিরাপত্তাব্যবস্থা গড়ে তোলা।”
