Review of the Training Curricula of the Training Institutes including BPATC with focus on Social Security

Bangladesh government have a number of training institutions responsible for providing training for the government officials. These institutes are also responsible for providing different types of capacity building support and technical education to the government officers. Training programmes of training institutes like BPATC and other training institutes have their training guideline which is designed for their organizational objectives and needs. Training materials, guidelines, handouts, outlines of these organizations are often guided and aligned with the information of their own operations and objective of their organizations.

In comparison to other courses and training programmes the social protection is newer. The Social Protection term was first introduced during the initial drafting of its National Social Security Strategy (NSSS) in 2015. The political viewpoints and programme designs of social protection in Bangladesh had gradually evolved from poor-relief approach to safety net approach and finally to life cycle based social protection with adoption of NSSS. As a result, many of training institutes and government officials have very less or no orientation on social protection but this is one of the major focus areas of the government.

In this regard, Cabinet Division has undertaken an initiative to develop a curriculum guideline for Training of Trainers (TOT) on social protection for BPATC and other training institutes to mainstream the social protection education through different training programmes. In order to design this training guideline, a number of curricula and contents of different training institutes were reviewed to identify the existing gaps and challenges of the training programmes in terms of social protection education.

It was utmost effort of this guideline to consider the gaps and challenges existing training programmes, recent trends and practices, updates and reforms of social protection in this guideline as training content. Along with the review, a workshop was organized to take feedback and to validate these contents as training guideline form the representatives of concerned training institutes and organizations.

To formulate this guideline, Cabinet Division has reviewed contents and materials of different training institutes including Bangladesh Public Administration Training Centre (BPATC), National Institute of Local Government (NILG), Institute Public Finance (IPF), Centre for Medical Education (CME), National Institute of Population Research and Training (NIPORT), Bangladesh Academy for Rural Development (BARD), BIAM Foundation, Bangabandhu Academy for Poverty Alleviation, Rural Development (BAPARD) and National Academy for Planning and Development (NAPD) etc.
