Participatory Small Scale Water Resources Development

Introduction:
The Project aims to develop 270 sustainable stakeholder driven, small scale water resources management systems while paying special attention to the poorer sections of the population and upgrading/enhancing the capacity of about 160 sub projects completed under the First and Second Small Scale Water Resources (SSWR) Development Sector Project. This is done by two outputs namely the strengthening of institutions to support the development of small scale water resources and to fully internalize the sub project development process within IWRMU of LGED.  The Project will provide training for strengthening institutions within various organizations involved in the small-scale water resources sector and will enhance the long-term capabilities of the institutional stakeholders basically covering three areas (i) Capacity Enhancement of Local Government Engineering Department, (ii) Institutional Strengthening of the Department of Cooperatives, (iii) Improved Performance.
To maximize benefits of improved water management, beneficiaries will be supported with training on agriculture and fisheries. This component will cover areas, (i) Water Resources Oriented Support Programs, (II) Operation and Maintenance Capacity Building of Water Management Cooperative Associations, (III) Participation of Women in Subproject Development. Output 3: Small-Scale Water Resources Infrastructure & Project Implementation Support. Based on the agreed selection criteria for sub project, the project will undertake development of up to 240 small-scale water resources subprojects comprising the following types of interventions: (i) Flood management: rehabilitate and construct embankments and/or sluice gates to reduce the depth and duration of flooding of farmland; (ii) Drainage improvement: re-excavate drainage canals to increase the capacity of drainage systems to benefit agriculture and culture fisheries; (iii) Water conservation: develop the water retention capacity of existing haors, beels, and canals to increase availability of irrigation water by installing a water retention structure and by re-excavating the bed of the water body; (iv) Command area development: improve existing irrigation system by providing better distribution systems (improved canal networks, lining of canals, installation of water control structures, etc.) to increase efficiency and productivity.
Forty-six districts of the country. However, enhancement works of completed subproject will be undertaken in these 15 districts. The Project will work with a well established institutional and policy framework, The Integrated Water Resources Management Unit (IWRMU), a unit within the Project’s Executing Agency, LGED was established in 2004 with SSW-2 support and is strategically placed to support the Project. Partner agencies engaged at district and upazila levels have experience with SSW-1 and SSW-2. Memoranda of agreements between LGED and these partner agencies exist. Water Management Cooperative Associations (WMCAs) have been established and have operated at subprojects since early in SSW-1. WMCAs are registered under, and enjoy the support of DOC, as well as other partner line agencies. Monitoring arrangements are in place, both long term BME and annual EME are carried out, the latter based on an established management information system (MIS) operated by IWRMU. For the first 4 years of its operation, the Project will operate in parallel with the Japan Bank for International Cooperation (JBIC) Small Scale Water Resource Development project (the JBIC project).
