Participatory Rural Development (PRDP 2)

Introduction:
Participatory Rural Development Project -2 (PRDP-2) was an experimented model for sustainable rural development known as “Link Model.” People’s participation, transparency and accountability are being ensured in all development activities for the socio-economic development of the rural people by creating vertical linkage among the development workers at village, union and upazila level and horizontal linkage between service receivers and service providers like government and non-government different development workers and public representatives through this internationally recognized model. The main objective of the Link Model is to implement bottom up planning for ensuring people’s need based services. In this process, the union parishad is the center point of rural development and Union Coordination Committee Meeting (UCCM) is a platform which is recognized as a mini-parliament. The link model of PRDP-2 has been proved to be an effective model of sustainable rural development. A research was conducted in the joint initiatives of BRDB, BARD, RDA, Bangladesh Agriculture University, JICA and Kyoto University in Japan during 1986-95 aiming to establish a sustainable model for community development. This experimental action research was conducted at six villages of five unions of five districts in Bangladesh. The “Link Model” has been established after piloting the findings of these researches and action researches at field levels.

  1. To form Gram (village) Committee (GC) and to present the existing problems of the local people in the union parishad with the help of this village committee.
  2. To enhance linkage and coordination in all development activities through Union Coordination Committee (UCC).
  3. To properly implement all development activities including construction and repair of different micro infrastructures of rural areas through open discussion at Union Coordination Committee Meeting (UCCM).
  4. To construct rural micro infrastructures with financial assistances from local beneficiaries and union parishad.
  5. To implement Field Proposal Type Train (FPTT) in order to develop the skill of rural people.
  6. To make arrangements for providing people’s need based government and non-government services.
